Job Description
Within the Research Division, the Petroleum Studies Department is responsible for providing pertinent and reliable information and analyses in support of decision-making and policy-making in Member Countries. It carries out research programs and studies on short-term petroleum market developments with the aim of issuing reports on a regular, as well as ad-hoc basis, highlighting important issues for their use and consideration. It conducts regular forecasts, elaborates and analyzes oil market scenarios and prepares and publishes reports on these findings. It promotes OPEC's views and technical analysis on short-term oil market developments to the industry at large and the general public via the OPEC Monthly Oil Market Report, as well as other reports, presentations and related pod casts. And it prepares and contributes to reports to be submitted to the Economic Commission Board, the Board of Governors, the Ministerial Monitoring Sub-Committee, as well as papers for various OPEC publications.
Job Objective
The Financial Analyst monitors and analyzes the short-term impact of financial market developments, in particular commodity markets on petroleum markets, as well as the performance of major oil companies, including national oil companies. In addition, he/she carries out special studies on pertinent issues.

Job Responsibilities:
Studies financial markets, in particular commodity markets, as well as covering developments in currency, equity, bonds and interest rate markets.
Studies developments in world financial instruments, finance institutions and related issues.
Carries out analyses of the short-term financial performance of major oil companies, including National Companies and evaluates the short-term impact on the oil industry.
Consolidates findings of the above analyses and prepares and issues reports thereon.
Analyzes the impact of financial market developments on short-term developments in the petroleum market

Required Competencies and Qualifications:
University degree (advanced degree preferred) in Economics, Finance, and/or Business Administration
Competencies: Communication skills, analytical skills, presentation skills, interpersonal skills, customer service orientation, initiative and integrity
Language: English
A minimum of eight years (six years in case of advanced degree), preferably relating to the oil sector
Training/specialization: financial analysis including tools, oil project feasibility studies, joint venture project assessments, stock exchanges and oil paper markets (NYMEX, IPE, etc.), economic/financial analysis concepts (NPV/Cash Flow)


Applicants must be nationals of Member Countries of OPEC and should not be older than 58 years.

Remuneration
Members of the Secretariat are international employees whose responsibilities are not national but exclusively international. In carrying out their functions they have to demonstrate the personal qualities expected of international employees such as integrity, independence and impartiality.
The post is at grade E reporting to the Head of Petroleum Studies Department. The compensation package, including expatriate benefits, is commensurate with the level of the post.

Purpose
Under general supervision the Remuneration & Benefits Analyst works within the HCM Shared Services Center, and primarily provides support services to the HCM Manager in the specialized area of compensation & benefits. The incumbent is responsible for all activities relating to payroll management and is responsible for the daily administration of payroll processes. In addition, he/she liaises with all relevant parties to ensure the smooth running of employee healthcare provision.
In addition the incumbent will back up for the Transactions & Payroll Officer when absent and must understand some recruitment front end processes and strategies and transactional HRIS processes

Major Responsibility Area:

Essential Functions
Provides general support on all remuneration & benefits initiatives/ activities
Primary contact for all day-to-day payroll activities; prepares the monthly payroll run with relevant reports to the businesses
Coordinates the annual award schemes, such as the GCE Award & Long Service Award
Liaises with Healthcare providers to ensure efficient delivery of services to employees by Registering new employees, managing the HMO and liaising with insurance brokers. Will be the primary point of contact for all HMO activities
Responsible for the effective monitoring of all payroll processes, inputs and reports across the organization including data for salary surveys
Maintains and updates all Remuneration & Benefits data in the HRIS database (payroll, bands & reward levels, bank details etc.)
Assist with creating benefit and compensation communication to educate workforce on offerings and conducts benefits orientation and presentations

Non-Essential Functions
Plans and executes special projects under direction and review as assigned by Human Resources Manager
Participates on new hire onboarding and induction activities
Assist with coordinating and communicating employee TR programs

Assist with administration of fixed and variable pay programs-analysis and review of data to support annual increase, structure adjustment and bonus plan
Assist in salary surveys

The incumbent is expected to run payroll and provide reports with minimal supervision and errors

Job Specification:
Minimum 1st degree in any discipline or BSc/BA in business or human resources required
Minimum 1-3 years of compensation & benefits experience (including payroll) within a reputable and structured business environment, preferably a multinational corporation within the Oil & Gas industry
Robust sense of accountability and sound personal judgment with the capacity to handle confidential information and escalate issues effectively
Proactive, forward-thinking attitude and creative problem-solving ability
Great organizational and customer service skills; attention to detail and ability prioritize multiple tasks simultaneously without sacrificing the ability to dive deep is essential.
